Efficiency, in this context, is defined as reaching the best outcomes in a timely, cost efficient, and resourceful manner, allowing business leaders and their staff to spend more time on the complex issues that drive revenue.
Look for ways to automate as many transactional functions as possible. Technology has become available to handle administrative chores like time and attendance tracking, payroll and onboarding at increasingly affordable rates.
Use metrics to measure performance AND to benchmark against others. Who those "others" may be depends on your company's size, industry and location, among other things.
Consider an HRIS:
Even for small companies, espcially for small companies (I would argue), HR Information Systems are more affordable, and thus more realistic to consider, than they were 5 years ago. They will simplify the task of compiling, tracking and analyzing workforce data and employee records, as well as compliance.
